The discussion on whether a Methadone clinic should take up shop in Putnam County (in a building where children train for sports no less) is once again taking shape as the anti-methadone clinic group responsible for several signs across the county has another meeting planned.

The group recently mailed a flyer on nine different routes across the county to 5,639 residences.

The meeting of concerned citizens, as it is called, is set for Aug. 17 at Noon in the Sycamore Church of Christ Auditorium at 1144 Crescent Drive in Cookeville. At that meeting, participants can discuss the proposed clinic and plan a trip to Nashville to attend the State Certification of Need Board Meeting Wednesday Aug. 28. Cedar Recovery, the company looking open the clinic, will be seeking a certificate on that date.

The certificate of Need is the most vital step for the company to move forward with the project. There is still a petition floating around that concerned citizens can sign to “Deny Cedar Recovery’s Application.”

If anyone questions or wants to discuss the fact that Cookeville already has opioid treatment facilities, here is the distinction and some licensure information as covered on TN.Gov sites. I know some have questioned our logic on FB posts. 

A Nonresidential Office-Based Opiate Treatment facility (OBOT) provider prescribes products containing buprenorphine, or products containing any other controlled substance. 

Opioid Treatment Program (OTP) or  Non-Residential Substitution-based Treatment Center for Opiate Addiction  includes standalone clinics that offer (dose onsite) methadone, products containing buprenorphine such as Subutex and Suboxone, etc. They may also prescribe it later.

Currently statewide in TN there are only 22with 19 licensees holding 22 licenses for 22 different licensed sites. Cedar Recovery has a Certificate of Need for one in Knox County which they project will open in 12/24. It does not show as licensed at this time. See spreadsheet attached.

Certainly the Office Based prescribed drug, like a pain clinic or any provider prescribed pain med, could end up on the street. To me this type treatment means the money has changed hands and, like some other horrendous treatments we now are seeing, it’s called healthcare while giving someone a narcotic to “cure” them of being addicted to a narcotic. I am opposed to this.

In addition to treating a patient with a strong narcotic to “cure” them of being addicted to a strong narcotic, issues I have with the Treatment Program Facility Cedar Recovery is heavily pursuing are it’s open 7 days a week at different hours; daily 5 minute visits for dosing of individual’s onsite; the individual can then drive away on a very, very busy road including I-40; counseling is done only 2 times per month; the drug is kept onsite and desperate people do desperate things; the large amount of revenue these companies receive from Medicare, Medicaid and TennCare, health plans and self pay while according to reputable medical sites success rates are not even truly measurable, as there is a lack of valid data.

On their Certificate of Need Application for one in our county Cedar Recovery projects their 2nd year “Net Operating Revenue” will be $1,872,715.00.
