NASHVILLE – Gov. Bill Lee and Tennessee Department of Transportation (TDOT) Commissioner Clay Bright today released TDOT’s annual three-year transportation program, featuring approximately $2.1 billion in infrastructure investments for 139 individual project phases. In addition to the 2020 budgeted program, partial plans for 2021 and 2022 are included. The program included several projects in the Upper Cumberland region, including 10 road projects and three bridges as described below. The status of FY ’21 and FY ’22 projects is subject to change.
Cannon County
Project involves a bypass of SR-1 (W. Main St.) from west of Woodbury to the new SR- US-70 1 (US-70S) east of Woodbury (IA). This project is scheduled for environmental studies in the FY ’20 budget and for preliminary engineering work in the FY ’22 budget.
Clay County
Project involves SR-52 from near Kyle St. to existing SR-52 near Washington St. (Celina Bypass). This project is scheduled for preliminary engineering studies in the FY ‘20 budget and right-of-way acquisition in the FY ‘22 budget.
Cumberland County
The Cumberland County Rest Area renovation is scheduled for preliminary engineering in the FY ‘22 budget.C
Cumberland – Fentress County
US-127 (S. York Hwy.) from near Lowe Road in Cumberland County to near Little Road north of SR-62 in Clarkrange is scheduled for construction in the FY ‘21 budget.
DeKalb County
US-70 (Nashville Highway) from near SR-53 to near SR-96 is scheduled for construction in the FY ‘20 budget.
Fentress – Pickett County
US-127 (S. York Hwy.) from north of Jamestown to SR-111 is scheduled for spot improvements. Right-of-way acquisition is scheduled in the FY ‘22 budget.
Jackson – Putnam County
SR-96 (Martin Creek Rd.) from SR-53 to US-70N is scheduled for spot improvements. Preliminary engineering work is scheduled for FY ‘22.
Overton County
SR-52 (Jamestown Hwy.) from SR-52/85 west of Alpine to west of the Pickett County line is scheduled for construction in the FY ‘22 budget.
Putnam County
SR-135 (N. Willow Ave.) from West Broad Street to West 12thStreet is scheduled for environmental studies in the FY ‘20 budget and for preliminary engineering work in the FY ‘22 budget.
SR-136 (S. Jefferson Ave.) from SR-111 to near I-40 is scheduled for construction in the FY ‘21 budget.

Tate Road Bridge over Connell Creek
Gilley Hill Road Bridge over Brawley’s Fork Creek
W. Main Street Bridge over East Fork Stones River
All three bridges are scheduled for preliminary engineering, right-of-way acquisition and construction in the FY ‘20 budget.
