Expected completion date is late 2026, City Council to hear proposed infrastructure improvements before project can move forward

It’s called the Willows Shopping Center, and according to CHM Construction (CHM) – the company that also helped developed the Shoppes at Eagle Point on Interstate Drive – construction will begin on the much anticipated shopping center located at the Southeast corner of S. Willow Avenue and I-40 in Cookeville in early 2025.

The Willows will sit on a 40-acre tract of land, according to CHM, and it will feature “out parcels” and “two big Box Retailers.” According to measurements, those box retailers could be Target and Home Depot, but no official announcement was made on the tenants. The proposed retail center has two “anchor” locations, including a 128,000 square foot retail space and a second “anchor” location of 107,000 square foot, three restaurant spaces (including a 5,000 square foot building), and a garden center. For reference, the typical Target store is approximately 130,000 square feet (not including small-format stores), and Home Depot locations usually run at about 105,000 square feet on average. Development Management Group, LLC (DMG) of Nashville, the developer helping manage the process, also has a history of Target and Home Depot projects.

CHM has requested the Cookeville City Council consider a $2.75 million grant for infrastructure improvements at the site, including traffic and street improvement. The expectation is that construction will be completed by late 2026. The council will hear the measure at Thursday’s meeting at 5:30 p.m. at 45 E Broad St in Cookeville.
