Survey represents best and worst places to do business

According to Chief Executive Group, Tennessee has ranked number three in the nation for business growth. The survey, “which represents the best and worst places to do business.”

According to the website, it reflects “the impact of transformed global trade environment, changing regulatory frameworks and massive demographic and technological shifts taking place across the nation.”

“For the fifth year in a row, Chief Executive Group named Tennessee the No. 3 state for business in 2025, with CEOs recognizing the state’s efforts to reduce regulation and support growth,” according to a release by the state of Tennessee. “From rural innovation to urban opportunity, Tennessee continues to lead the way.”

The rankings show the states that have found the “secret sauce” have moved to the top of the list, according to the company.

Virginia climbed three spots to break into the top 10 for the first time in a decade, its success at least partly owed to the intentional, broader geographic approach to high-tech growth beyond the already-bustling northern corridor near Washington D.C.

A friendly climate in states like Tennessee is a perfect example of the needed criteria to sit atop the list.

Perennial favorites like Texas, Tennessee, and Florida got plenty of shoutouts from CEO respondents for reducing regulation. Josip Rupena, CEO of Milo, a fintech company based in Miami, says companies in his industry have been flocking to the city, creating a burgeoning hub, partly because CEOs see deregulation creating opportunities for innovation. “Not all innovation is good or lasting, but you need room for new ideas to develop,” he says.
