Leading that charge is the Tennessee Rural Development Fund (TNRDF) (TNRDF), a Cookeville-headquartered powerhouse that’s rewriting the playbook for rural investment.
Since its founding in 2017, the Tennessee Rural Development Fund has supported dozens of rural projects across Tennessee, channeling affordable capital into economically distressed and underserved areas. Backed by major federal awards—including a $25 million New Markets Tax Credit allocation and the 2021 CDFI Rapid Response grant—TNRDF blends private investment with strategic public funding tools, mobilizing tens of millions in capital that have helped create jobs, expand health care access, invest in green economy projects, and strengthen local economies across the state.

As TNRDF President David Allen explains:

Rural Development in Action: Projects That Delivered
Cookeville, TN – From chocolate to pharma
TNRDF played a key role in helping Aphena Pharma Solutions and its subsidiaries secure the private equity partnerships and institutional financing needed to transform the long-vacant 500,000-square-foot former Russell Stover plant into the company’s new headquarters. The $21 million project brought advanced pharmaceutical packaging and distribution capabilities to the Upper Cumberland, creating jobs and breathing new life into a dormant industrial site.
Lebanon, TN – Rural health with statewide reach
In partnership with HCA Healthcare and private developers, TNRDF backed a new surgery center and rural health facility. This project, using innovative tax credit financing, now houses mental health and rehabilitation services—bringing critical care closer to rural residents.
Ripley, TN – From vacant to vital
In Lauderdale County, an unused and vacant property is now a thriving Rural Health Group facility thanks to TNRDF’s deal structuring and New Markets Tax Credits (NMTCs). The result? A long-term care and behavioral health hub creating jobs and improving local health care access.
West Tennessee – Green economy investment
TNRDF helped finance a regional recycling facility serving multiple counties, creating jobs and advancing sustainability goals. This investment taps into the growing green economy while building infrastructure in underserved communities.
